InfrastructureTek emerged with a steadfast commitment to finding optimal technologies that empower clients and property owners to safeguard their investments. Our tools, technology, and methods focus on structural monitoring, early detection, and enabling better decisions.
InfrastructureTek is the result of a long-lasting business relationship between Don Kline (Kline Engineering) and Yosbany Ballate (S-BR); both leaders in the US construction industry. Don and Yosbany have worked together for many years repairing and preserving buildings and bridges. They observed clients spending exorbitant sums on repairs that better monitoring systems could have prevented. Their vision of a more efficient technology-driven approach toward monitoring and maintenance motivated the establishment of InfrastructureTek in 2023.

Katherine Farley P.E.
CEO, Managing Director
Katherine Farley, PE, ITek’s CEO and Managing Director, brings over 13 years of structural engineering experience on major projects in North America. With a B.S. in Civil Engineering from GWU, her achievements include award-winning projects like The Arundel and Miami Science Museum. Katherine is a passionate, industry-focused leader who fosters learning and serves on various industry associations promoting learning and diversity. She’s a recognized expert in post-tensioned concrete structures, structural evaluation, repairs, and formwork design. Her contributions to the industry have positioned her as a role model for the next generation of female engineers. Born in Lima, Peru, she is fluent in both English and Spanish.
Don Kline P.E.
Managing Director, Co-Founder
Don Kline, one of ITek’s founders, brings over 40 years of expertise in design, analysis, construction, repair, and preservation of concrete structures. His achievements include leadership roles in industry organizations, publications, and conference presentations. Specializing in post-tensioning, building evaluation, and strengthening, Don excels in in-depth destructive and non-destructive inspection strategies for existing concrete structures. His extensive experience encompasses strengthening existing structures through methods like externally applied post-tensioning and fiber-reinforced polymer (FRP) composites. Don also conducts forensic investigations for prestressed and non-prestressed concrete structures. With a portfolio comprising commercial and residential buildings, parking structures, tanks, and more, Don is a member of PTI, ACI, ICRI, The National Capital Chapter for ACI, and the SEA-Metropolitan Washington Chapter.
Don Kline serves on PTI’s Board of Directors and technical committees for Building Design (DC-20), Repair, Rehabilitation, and Strengthening (DC-80), and the Code Change Task Group. He is actively involved in ACI Committees 318 T (Structural Concrete Building Code – Post-Tensioning), ACI 320 (Post-Tensioning Code), ACI 423 (Prestressed Concrete), ACI 362 (Parking Structures), and ACI 301-I (PT Specifications).
Yosbany Ballate
Managing Director, Co-Founder
Yosbany Ballate is the owner of S-BR, an advanced rehabilitation and construction company out of Miami, Florida.
S-BR has more than 50 years of combined experience in the South Florida market. His team has been involved in the design and construction of some of the most complex structures in Florida. This includes (but is not limited to) the Four Seasons Hotel, Condo at Surf Club, Grove at Grand Bay-Marlins Stadium, and One Thousand Museum.
Wes Spaniol
Director of Business Development
W. Wesley Spaniol is an effective and motivated self-starter with a diverse background in sales strategy, marketing, operations, and team leadership. His proven track record in identifying and capturing target markets, establishing trusted relationships, and driving new and repeat business aligns with InfrastructureTek’s commitment to growth and excellence
As director of Business Development, Wesley is responsible for brand recognition and contributing innovative ideas to its future growth within our industry–including customer acquisition and client optimization. His ultimate goal is to motivate clients to adopt technologies that promise long-term cost benefits, emphasizing that the cost of inaction (COI) can often outweigh the return on investment (ROI).
Karla Ampuero
Marketing Coordinator
Karla Ampuero, a communication professional, combines her passion for consumer behavior and market research with social media expertise to build connections and relationships. With over eight years of experience in global information agencies and consulting, she specializes in B2B and A/E/C industry marketing, adeptly managing branding strategies and niche awareness. Originally inclined towards engineering, Karla’s interest shifted to interpersonal studies, influenced by the media’s impact in her hometown, Venezuela. She holds a Bachelor’s in Communication and associate degrees in Business Administration and International Studies and is currently pursuing an AI Certificate.
